November 19, 2008 – Governor Arnold Schwarzenegger joins 26 global leaders from six countries to sign an agreement to partner on climate action. November 17, 2008 – Governor Arnold Schwarzenegger signs an Executive Order increasing the state's already ambitious utility Renewable Portfolio Standard (RPS). The order requires investor-owned utilities to obtain 33 percent of their electricity load from renewable energy sources by 2020, up from the current RPS of 20 percent by 2010. October 20, 2008 – A report by UC Berkeley analysts and supported by Next 10 provides solid evidence that California's legacy of energy policy has grown the economy, created jobs and put billions of dollars into the pockets of consumers. October 15, 2008 – California Air Resources Board releases its proposed Scoping Plan for reducing GHG emissions to 1990 levels by 2020, a requirement of AB 32, the California Global Warming Solutions Act of 2006. Under AB 32 ARB must approve the plan no later than January 1, 2009; the board is scheduled to adopt the plan at its December board meeting.
